In recent years, with the increasing frequency of the foreign exchanges and cooperation in the West Coast New Area of Qingdao, the demand for International-oriented Talents (foreign language talents, foreign affairs talents and foreign trade talents) is increasing correspondingly. Measures have been taken, talents are cultivated and retained to a certain extent.
Professor Guo Yueqin is the associate dean of School of Foreign Studies of UPC and a member of the CPPCC in Qingdao Huangdao District (The West Coast New Area of Qingdao). At the Fifth Session of the Second Committee of the Chinese People’s Political Consultative Conference in Qingdao Huangdao District (The West Coast New Area of Qingdao), Professor Guo Yueqin supported the relevant policies and measures, but also pointed out a series of problems.
Firstly, the scattered distribution of international-oriented talents is not conducive to centralized training and mobilization. Secondly, there is a lack of international-oriented talents who can efficiently serve the construction of the Belt and Road. Thirdly, the training of international-oriented talents is not well targeted. Fourthly, the efficiency of foreign affairs service in the West Coast New Area of Qingdao needs to be improved. These problems are not contributive to the high-level opening up of local area.
In this regard, Guo Yueqin submitted the proposal “Suggestions on Government-led and Multi-linked Promotion of the Construction of Foreign Language, Foreign Affairs and Foreign Trade Talents (International-oriented Talents) . In this proposal, she suggests that under the leadership of the government, a talent pool of international-oriented talents should be established in the new zone as soon as possible, that a platform should be built to link the government, enterprises and universities and a scientific and efficient management and operation mode should be adopted. These measures will accelerate the establishment of a “dual circulation” development pattern in the new zone and enhance the security and competitiveness of the industrial chain and supply chain. Besides, they will promote the stability of the economy and high quality development, thus enhancing the sense of contentment and happiness of the people in Huangdao district.
